Fred Surgeon, MPA, QP
Mr. Surgeon is one of the Co-Founders of our facilities and has served in the capacity of Chief Executive Officer since February of 2007. He holds a Bachelor’s degree in Accounting from North Carolina A&T State University and a Masters degree in Public Administration from the University of North Carolina at Pembroke. He is a certified First Aid, CPR, and CPI instructor.
Mr. Surgeon has more than 17 years of experience working in behavioral healthcare. He has had extensive experience working with youth that have been diagnosed with mental illness, developmental disabilities and substance abuse disorders. He served as the Director of a Special Education Evaluation program in Richmond County, NC. This program functioned as an alternative placement for more than 100 special education students.
He was also the Chief Finance Officer for Southeastern Regional Mental Health, Developmental Disabilities and Substance Abuse Services, one of North Carolina’s largest public Mental Health agencies. While at SRMH/DD/SAS he oversaw all finance and administrative functions for an agency providing services to more than 8,000 consumers.
His leadership skills allowed him not only to work in senior administrative positions, but he was the Director of Robeson and Scotland County Public Mental Health Centers. He was in charge of all aspects of mental health, developmental disabilities and substance abuse service delivery for a two county population of more than 175,000 citizens.
Mr. Surgeon takes pride in ensuring that all staff completes a rigorous in-house training curriculum program that ensures staff is providing the highest quality services. This training program includes all State required training and an additional 32 hours of program specific instruction. One should not be surprised that Mr. Surgeon personally trains all staff before their employment begins.
